Professor Mo Jihong: the National Security Law Embodies the Three Characteristics of the Overall Outlook on National Security

On July 2, 2016, the Seminar on “The Rule-of-Law Safeguard for the Implementation of Overall Outlook on National Security”, organized by China Behavior Law Association, was held in Beijing. Professor Mo Jihong, Deputy Director of CASS Law Institute, gave a keynote speech at the seminar entitled “The National Security Law: Embodiment of the Three Characteristics of the Overall Outlook on National Security”. In the speech, Professor Mo pointed out that upholding national security in accordance with law is an inherent component of the strategy of ruling the country by law in a comprehensive way. The National Security Law adopted in 2015, by taking the “Overall Outlook on National Security” put forward by President Xi Jinping, not only brings the national security work and activities under the rule of law and comprehensively embodies “engagement by the whole people”, “comprehensiveness”, and “unity”, the three main features of the “Overall Outlook on National Security”, but, more importantly, also establishes rules and institutions for the national security work in China, therefore is the most important legislation in the field of national security in the country. In their study of the National Security Law, leading cadres of the Party and the government at various levels must try earnestly to comprehend and firmly grasp its spirit, so as to establish a solid consciousness of national security, and conscientiously carry out various national security work and activities in accordance with law.
