On the morning of June 28, 2016, the Fifth Innovation Forum of CASS Law Institute and CASS Institute of International Law in 2016 was successfully held in the conference room of the two institutes. At the forum, Mr. Dong Wenyong, an executive researcher of the innovation project “Major Theoretical and Practical Issues in the Field of Social Law”, gave a lecture entitled “Top-level Design of Health Law and Its Strategic Position as a Basic Law”. The lecture was presided over by Ms. Ran Hao, Deputy Head of the Social Law Department of CASS Law Institute. In the lecture, Mr. Dong Wenyong explained from the perspective of heath strategy the necessity of carrying out top-level design of the health law and of combining it with the rule of law, and gave an introduction to the basic framework and legislative thinking of National Health Law. After the lecture, Mr. Dong carried out in-depth discussion with the participants of the forum on such issues as the applicability of national health legislation and the balance made by the national health law between fairness and efficiency.
