This book is a third-part assessment carried out by CASS Law Institute in conjunction with the Lawyer’s Association of Shenzhen City under the Innovation Project “Indices of the Rule of Law” of the scientificity and feasibility of the Standard of the Intermediate People’s Court of Shenzhen City on the Implementation of the Objective of Basically Overcoming the Difficulties in the Execution of Judgment and of the Achievements by the Intermediate People’s Court of Shenzhen City in the Execution of Judgment. The assessment shows that the Implementation Standard has clearly defined the scope of the difficulties in the execution of judgment, established industrial standard of execution, improved the system of management of execution, and strengthened the supervision over execution, thereby achieving good results in the execution of judgment in terms safeguarding rights, strengthening and standardizing execution, and preventing corruption. The assessment also shows that more efforts need to be made in improving the mechanisms of execution of judgment with respect to disciplinary measures, fine-management, and conclusion of cases. The experience of the Intermediate People’s Court of Shenzhen City is of certain reference value for the work of execution of judgment in the whole country: to overcome the difficulties in the execution of judgment in the whole country, China must strengthen the top-level design, further reform the relevant systems, establish clear standard, promote legislation, expedite the process of informatization, improve joint-action mechanism and give full play to the role of lawyers.
