The Annual Report on the Transparency of Higher Education in China (2015), jointly prepared by the Innovation Project Team on Indices of the Rule of Law of CASS Law Institute and the National Center for the Studies of Indices of the Rule of Law and published China Social Sciences Press, is part of the National Think Tank Report Series. Taking the Measures for the Disclosure of Information of Institutions of Higher Education and the List of Matters subject to Disclosure of Information of Institutions of Higher Education issued by the Ministry of Education as the basis, the report carries out the second annual evaluation of the situation of disclosure of information by 115 institutions of higher education. The evaluation shows that, in 2015, the administrative departments in charge of education in China on had carried out innovations and played a prominent leading role in promoting the transparency of higher education and that institutions of higher education throughout the country have made marked progresses in the disclosure of information. However, since disclosure of information had not been incorporated into the performance appraisal system of institutions of higher education, many problems still exist in this field of work. These problems including inadequate importance attached to, low-quality of platforms for, incompleteness of, and unreasonable delay in, the disclosure of information. The report puts forward a number of suggestions on further improving the work of disclosure of information of institutions of higher education, such as further elaborating on the requirements on disclosure of information of institutions of higher education, incorporating the disclosure of information into the performance appraisal system of institutions of higher education, and increasing the transparency of the administration of institutions of higher education.
