On April 14, 2016, Professor Liu Huawen, Assistant Director of CASS Institute of International Law and Director of CASS Center for Human Rights Studies, was interviewed by CCTV Program “Topics in Focus”, in which he commented on the Report on the Human Rights Situation in China, issued by the US State Department on April 13, 2016. Professor Liu pointed out that human rights are a common standard of achievements for all peoples in the world. However, human rights dialogue is often used by some countries to take moral high ground. The US began to carry out the so-called human rights diplomacy in late 1970s. Since then, it has been using human rights to achieve its own political objectives. But the US itself has many human rights problems in its own country. It has not yet ratified some of the core human rights conventions, such as the International Covenant on Economic, Social and Culture, the Convention on the Elimination of All Forms of Discrimination against Women, and the Convention on the Rights of Persons with Disabilities. What is more, the US is now the only country in the world that has not yet ratified the Convention on the Rights of the Child. Terrorism is one of the global challenges. However, the fight against terrorism must be conducted on the basis of the rule of law. The UN Human Rights Council and its special rapporteurs have repeatedly criticized the US for serious human rights violations in counterterrorist actions. But the US government has rarely responded to such criticisms. All these facts have revealed the two-sidedness and hypocrisy of the US government on human rights issues.
