Professor Mo Jihong Puts forward Suggestions on the Implementation of the Seventh Five-year Plan for the Popularization of Law in an Interview by Guangming Daily

The CPC Central Committee and the State Council recently jointly issued the Notice on Forwarding the Seventh Five-Year Plan for Carrying out Popularization of and Education on the Rule of Law among Citizens (2016-2020), jointly adopted by the Propaganda Department of the CPC and the Ministry of Justice. On April 18, 2016, Professor Mo Jihong, Deputy Director of CASS Law Institute, was interviewed by the newspaper Guangming Daily, in which he put forward suggestions on the implementation of the Seventh Five-year Plan for the Popularization of Law. In the interview, Professor Mo summarized the work carried out and achievements made by China in the popularization of law in the past 30 years; analyzed the concrete measures for realizing the objective of raising the level of law-based governance in a comprehensive way; and put forward suggestions on ways of further carrying out the popularization of and education on the rule of law and on the transition of the mode of state and social governance from governance by man to governance by law. Professor Mo pointed out that, to realize the above-mentioned objectives, China must bring the administration of state and social affairs into the orbit of the rule of law; make greater efforts to improve the quality of administrative personnel through the implementation of various requirements of the Seventh Five-year Plan for the Popularization of Law; carry out in a comprehensive and systematic way the popularization of and education on the rule of law among leading cadres and the general public, so as to raise the their ability to solve social problems, conflicts and disputes by legal means, create the atmosphere of administering social affairs in accordance with law, carry forward the spirit of the rule of law, and promote social progress.
