Professor Liu Huawen Attends the Ninth CASS Forum on the Building of a Clean and Honest Government

On March 31, 2016, the Ninth CASS Forum on the Building of a Clean and Honest Government, jointly organized by CASS Center for the Study of the Construction of a Clean and Honest Government and Sichuan Academy of Social Sciences, was held in Chengdu City. The Forum, aimed at studying and implementing in a deep-going way the spirit of a series of important speeches on the construction of the Party conduct and an honest and clean government given by Party Secretary-General Xi Jinping and promoting the theoretical research on the construction of the Party conduct and of an honest and clean government and the fight against corruption, was attended by over 130 persons, including scholars and experts from dozens of universities and research institutions and officials from disciplinary inspection and supervision departments of governments at various levels. Over 70 papers have been submitted to the forum and 16 keynote speeches given at the forum, covering a wide range of topics, such as anti-corruption legislation, improvement of the legal system of clean and honest government, intra-Party supervision and inspection, international cooperation in the fight against corruption, and overseas pursuit of criminal suspects. In his speech, Professor Liu Huawen, Assistant Director of CASS Institute of International Law, use the first extradition case dealt with by the Inter-American Court of Human Rights, the Case of Huang Yong vs. Peru, to show that, with the development of the rule of law in China, the Chinese government should strengthen international cooperation and exchange, and try to win the trust of the international community, including the administrative and judicial organs of the relevant country, in the level of the rule of law and human rights protection in China, so as to create more favorable conditions for the overseas pursuit of criminal suspects.
