The life and the authority of a constitution lie in its implementation. Implementing the constitution in an all-round way is the primary task as well as the groundwork of the strategy of promoting the rule of law in an all-round way. Strengthening the supervision over the implementation of the constitution is an indispensible part of the strategy of promoting the rule of law in an all-round way, a crucial top-level design and top-priority institutional arrangement of the system of ruling the country by constitution in an all-round way, and a basic institutional safeguard for lasting political stability. Establishing and improving the system of supervision over the implementation of the constitution is an important way of strengthening the leadership of the CPC and enhancing its ability to rule the country in accordance with law, a necessary requirement of the strategy of ruling the country in accordance with the constitution, and an important safeguard for the modernization of state governance.

This report points out that, in the process of establishing and improving the mechanism for supervising the implementation of the constitution, China should not indiscriminately copy the institutions of constitutional democracy of either western countries or other socialist countries, but should base itself on its own national conditions, draw on the useful experiences of other countries, and design the relevant institutions within the framework of its own constitution. It should make overall arrangements for the relevant government departments and state organs, carefully study the major theoretical and practical issues relating to the supervision over the implementation of the constitution, and adopt a step-by-step strategy, so as to promote in a coordinated way the improvement of the mechanism for supervising the implementation of the constitution.
