On September 23-25, 2015, the National Seminar on “Internet+ Publicity of and Education on the Rule of Law” and the Launching Ceremony of “On-line Publicity of Law”—a Platform for the Study and Examination of Legal Knowledge by Ten-thousand People—were held in Beijing. The event was organized by the Center for Publicity of and Education on the Rule of Law and Public Law Studies of CASS Law Institute and attended by government officials responsible for the publicity of and education on the rule of law in the Standing Committee of the National People’s Congress, the Supreme People’s Court, the Supreme People’s Procuratorate, the Ministry of Public Security, the Ministry of Justice , the National Development and Reform Commission, All-China Federation of Trade Unions, All-China Women’s Federation, China Disabled Persons’ Federation, the judicial bureaus of Beijing Municipality, Shanxi Province, Inner Mongolia Autonomous Region, Liaoning Province, Jiangsu Province, Hubei Province, Hunan Province, Guangdong Province, and Qinghai Province, leaders of the Publishing House of Democracy and the Rule of Law, scholars from CASS and other research institutions and institutions of higher education, as well as journalists from various news media.

The Opening Ceremony was presided over by Professor Mo Jihong, Deputy Director of CASS Law Institute and Director of the Center for Publicity of and Education on the Rule of Law and Public Law Studies. Mr. Wang Zhenchuan, former Deputy Procurator-General of the Supreme People’s Procuratorate, Mr. Luo Feng, former Deputy Minister of Public Security, Mr. Sun Wenbin, Director of Legal Work Department of All-China Federation of Trade Unions, and Mr. Zhou Tao, Deputy Director of the Office of the Leading Group on Ruling the Province by Law of the Government of Shanxi Province, each gave a speech at the ceremony.

The launching ceremony of platform “On-line Publicity of Law” was held after the opening ceremony. First, Mr. Liu Haitao, Editor-in-Chief of the Publishing House of Democracy and the Rule of Law, gave an introduction to the development background, the current situation of implementation, the technical characteristics and the functions of the platform. Then a laser ball was jointly pressed by Mr. Liu Jiachen, Mr. Wang Zhenchuan, Mr. Luo Feng and Mr. Mo Jihong, thereby marking the formal initiation of the platform. At the academic seminar, presided over by Professor Li Zhong, the participants discussed various issues relating to the topic of “Internet+ Publicity of and Education on the Rule of Law”.
